Special case: official data

All six providers above work predominantly with OpenStreetMap. If you need official parcel boundaries from the land registry, this category offers them only from us: [cadastral map with parcel boundaries](https://schwarzplan.eu/en/official-base-geodata-licences-germany/) – for Germany, as DXF and PDF. It is the only route in this overview that does not go through OpenStreetMap.

Volume and packages

## Several plans: volume discount and country packages

Every provider in the table sells individual cities. If you need several plans – for an analysis, a course or an office archive – you pay for each one separately there. With us a volume discount kicks in from the third plan, and whole countries are available as fixed-price packages.

The volume discount is a fixed amount, not a percentage: at €10 per plan, three plans cost €25 instead of €30 (−16.7%) and four plans €30 instead of €40 (−25%). There is no further tier – from the fifth plan onwards the deduction stays at €10, so the percentage advantage falls again. From that quantity on, a country package is usually the better deal.

Finished, already cleaned figure-ground and site plans: closed building polygons, separate layers, a fixed scale, downloadable straight away as PDF, DWG or DXF. The commercial licence comes with the purchase, so no ODbL share-alike obligation attaches to your own drawing. The honest limitation: this is a curated catalogue, not a generator – if you need an exact custom extract at an arbitrary location, CADMAPPER, CAD Atlas or swzpln.de will serve you better. We are the only provider in this overview that additionally supplies German cadastral maps built from official land registry data rather than OpenStreetMap.

The broadest catalogue in this overview: 437 cities as DWG, priced from €1 to €15 by city size. For smaller cities mapacad is therefore cheaper than we are; for Berlin, London, Paris, Rome or Athens a plan costs €15 there against €10 with us. The provider states itself that the plans contain no topography and, because different coordinate systems are used, are not delivered at a fixed scale – you set scale and units in CAD yourself. Its FAQ names OpenStreetMap as the data source and sells the files under the OpenStreetMap licence; reselling the files is prohibited.

The offering closest to ours: over 200 curated cities, €9.50 each for a ZIP containing DWG and a scalable PDF, with switchable layers for buildings, streets, railway, land use and water. The provider names OpenStreetMap as its sole data source and explicitly permits use in „commercial or private projects". The catalogue is built around figure-ground drawings; if you need a different city or a different extract, you will find it there as little as with us.

The best-known service in the category and the entry point for many: any extract on the world map, up to 1 km² free with an account, export as DXF, SKP, 3DM or 3DS, plus over 200 complete metropolitan street networks without signing up. CADMAPPER names OpenStreetMap, NASA and USGS as its data sources; its terms place the files under the ODbL, so commercial use is permitted but requires attribution and share-alike. For areas between 1 and 100 km² the service only says „a small fee" and states no amount – which is why the price column reads „n/a".

The generator with the widest format list and the strongest 3D offering: DWG, DXF, SKP, 3DM, 3DS, OBJ and MTL, with real building heights, street widths instead of centrelines and editable vector shadows. The first square kilometre is free without signing up, and students get free access after verifying their university address. Besides OpenStreetMap, CAD Atlas also uses Overture Maps, government cadastral records and elevation models. Its licence page declares the deliveries ODbL 1.0 works with share-alike. The site states no price per square kilometre – hence „n/a".

### swzpln.de

Free generator, open source

The most obvious free alternative, and often entirely sufficient for coursework and quick design sketches: any extract, export as SVG, PDF and DXF, plus IFC, OBJ and 3D DXF for three-dimensional models, with no price and no account. The plan is generated client-side in the browser from OpenStreetMap data, and the source code is on GitHub under AGPL-3.0. The map data remains OpenStreetMap data under the ODbL – attribution is mandatory for commercial reuse, and nobody prepares the drawing for print for you.

## Free generator or curated plan – what matters

01### Data quality

Almost every provider in this overview works with OpenStreetMap. The data is collected collaboratively, so its completeness differs from region to region – very good in densely mapped inner cities, patchier in rural areas. That applies to generators and to purchased plans alike, ours included. Whatever you buy, a look at openstreetmap.org first is worth the minute.

02### Rework required

A generator export is a raw data extract: tidying layers, closing open polygons, adding labels and a scale bar is your own job. A curated plan already brings that with it. In the end the calculation is a calculation in hours – for one plan buying pays off quickly, for fifty custom extracts an automated workflow does.

03### Layer structure

Decisive for working on in CAD: are buildings, streets, water and greenery on separate, named layers? Are building outlines closed polylines that can be filled and hatched? Every shop in this overview and CAD Atlas state that they are; with raw exports it is rework.

04### Scale and print readiness

For submissions and competitions a plan has to sit at a fixed scale and print without touch-ups. Some providers deliberately deliver without a fixed scale and leave the scaling to you – harmless for a CAD workflow, an extra step for printing directly.

05### Licence for commercial use

OpenStreetMap is published under the ODbL: usable commercially, but with attribution and share-alike. Raw exports pass that obligation on, and CADMAPPER and CAD Atlas say so explicitly. Curated shops sell their own licence instead. If the file is going into a client presentation or a publication, read this column first.

### Which providers sell city maps as a DWG or DXF file?

Ready-made files can be bought from **schwarzplan.eu** (PDF, DWG, DXF), **mapacad.com** (DWG) and **figuregrounds.com** (DWG plus PDF). You can generate them yourself at **CADMAPPER** (DXF, SKP, 3DM, 3DS), **CAD Atlas** (DWG, DXF, SKP, 3DM, 3DS, OBJ) and **swzpln.de** (SVG, PDF, DXF).

### Are there free figure-ground plan generators?

Yes. **swzpln.de** is entirely free and open source. At **CADMAPPER** an extract of up to 1 km² is free with an account, and at **CAD Atlas** the first square kilometre is free without signing up; students there get free access after verifying their university address.

### May I use an OpenStreetMap-based city map commercially?

In principle yes – OpenStreetMap data is published under the ODbL, which permits commercial use but requires attribution and share-alike. Raw generator exports pass that obligation on. If you would rather not carry it, buy a prepared plan that comes with its own licence – ours is included in the purchase.

### Which provider uses official data instead of OpenStreetMap?

Almost every provider in this overview works with OpenStreetMap. Official parcel boundaries from the land registry are available in this category only from us – as a German cadastral map. CAD Atlas names government cadastral records as one of its sources alongside OpenStreetMap.

### Is an OpenStreetMap-based city map enough for a building application?

No. A building application requires an official site plan issued by a publicly appointed surveyor (in Germany an ÖbVI) or by the land registry office. A CAD city map is a basis for design, presentation and context – for the preliminary stages a cadastral map does the job well.

### What does a city map as a CAD file cost?

The range runs from free to €20. swzpln.de is free, as are the free allowances at CADMAPPER and CAD Atlas. At the curated shops a single plan costs €9.50 (figuregrounds.com), €1 to €15 depending on the city (mapacad.com) or usually €10 (schwarzplan.eu). Neither CADMAPPER nor CAD Atlas publishes what it charges beyond the free area.
